Brief Information and Overview on Housing Choice Voucher Program and Public Housing Programs

What is Housing Choice Voucher Program (HCVP)?

The Housing Choice Voucher Program, also known as Section 8 is a program funded through the U.S. Department of Housing and Urban Development (HUD) that provides assistance to residents that qualify under the standards for low income limit. 

The District of Columbia Housing Authority (DCHA) administers several voucher programs to help low and moderate-income residents find affordable housing by providing vouchers to help participants pay rent in privately owned properties across the city.

Please note that DCHA is no longer accepting new applications for the HCVP program.

What is Public Housing?

Public housing units provide very low-income families, seniors, and disabled persons financial assistance to live in rental housing units that are affordable. There are income requirements for public housing and priority is given to those who are in greatest need. What is Inclusionary Zoning?

The District’s Inclusionary Zoning (IZ) Program requires 8 to 10 percent of the residential floor area to be set aside for affordable rental or for-sale units in new residential development projects of 10 or more units; and rehabilitation projects that are expanding an existing building by 50 percent or more and adding 10 or more units.

The DC Department of Housing and Community Development (DCHD) uses a lottery process to randomly select households meeting income restrictions and other requirements.
